It depends on what you mean by forecast, if you mean take the expected changes in weather to develop a forecast text, like if the pressure is falling then rain is likely, then there is enough information available to do that especially if you use temperature as well, but you’d need to develop the rules. NOAA has a set of forecast rules that you could embed to create a forecast.
